| GuangDong province Highway Contact Center project was planed to start in November 2007 and completed in February 2008. However, only the installation of monitoring equipments was finished in January 2008, communication systems and monitoring control systems did not start at all, the monitoring system software and call system software development were both deviated from the technical specifications, proved to be not available. After analysis, it is because of unrealistic, inadequate research and objective underestimated the difficulties and other issues in the pre-construction plans. In such case, the company reappraised this project in January, use the planning of project management and control theory to re-project planning. Correlative theory were used in the control of progress of project, that insure the successful completion of the project. From the perspective of the owners, this article explains the function about project plan and control theory in the specific application of this project.Outlined in this paper, we first introduced the GuangDong province Highway Contact Center building in the background of the project and introduced the system as a result of the coordination of pre-construction, design issues such as progress of the project caused by uncontrollable circumstances.Secondly, this paper systematically expounded project plan project management principles and methods of control, including project plans, project scheduling and project control aspects are described.Next, GuangDong province Highway Contact Center for the actual situation, the article describes how the plan will be project management principles and methods of control in the practical application of this project.
