Thirdly, the paper analyzes the influence of united financing measures on running and managing of toll highway, such as to direct running the toll highway in scale, to optimize the toll gates and toll staffs, to improve financing capacity, to finance toll highway maintenance. Fourthly, on the basis of comparative analysis of the three typical pattern of toll highway management, the paper summaries the characteristics of administrative relationships, economic accounting of toll running company, construction management of toll highway, industrial management, traffic management, points out tow scientific management patterns as well, which are suitable ones in the underdeveloped provinces or developed ones. At last, the idea that united financing measures direct toll highway to develop in a sustainable way has been verified.
