Highway toll system was begun to use to solve the problem of funding shortage in theroad infrastructure construction in China in 1984.The implementation of this system madethe development course of highways in China half as that of the westem developed countries,as well as the total distance increase greatly.However,in the more than 20 years when thehighway toll system was implemented,whether the vehicles should be charged tolls or thesystem has always been fair was a dispute.Charging irregularities and which mode thecharges should be taken by were also the reasons why highway toll system was questioned.This article discusses in the context of the above.This paper takes the research methods of contrast,as well as the combination of thenormative and empirical research,the qualitative and quantitative analysis,the commonnessand characteristic.From the balance between equity and efficiency,it discusses deeply aboutwhether China should adopt a highway toll system to build the road infrastructure,as well ashow to look on the equity and efficiency issues of the highway toll system.Stressing that weshould continue to develop the highway toll system,this paper compares the two existingcharging modes,and analyzes how to regulate the activities under the two charging modes.In the balance between the equity and efficiency,the paper proposes that we shouldpromote equity based on emphasizing the efficiency in our country's road infrastructureconstruction.That is to say,we should not only continue to implement the highway tollsystem vigorously when we resolve the conflict between the financial needs from the rapiddevelopment of road infrastructure construction and the shortage of financial investmentfunds,but also regulate the problems of using the high toll systemTo practice highway toll system,one main problem that needs to be resolved is toemancipate mind and change perspective.Based on the compare between the modes of tollingfor government loan and tolling for business,there are some misconstructions inunderstanding the tolling for business mode.Therefore,it is necessary to change theperspective.Constituting the laws and regulations about the government concession operation,improving the franchise system,making full use of private capital,we can attract non-state capital into the area of the road infrastructure construction.For the tolling for government loan mode,we should refine the expenditure range of thehighway tolls and implement the"Governments Unify the Loan and Refund in Union"modein order to standardize operation conduct of it.We should use the"Governments Unify theLoan and Refund in Union"mode to speed up the pace of the road infrastructure constructionin the western region in China.Through the study we conclude that the highway toll system is a result of the balancebetween efficiency and equity.Therefore,we should emancipate the mind to develop highwaytoll system unswervingly and take the concession operation system,as well as tighten theintroduction of private capital to resolve the financing problem of road infrastructureconstruction.Through the systems and policies innovation such as to modify"The Regulationon the Administration of Toll Roads",to extend the life of charge,to allow different parts toadopt different"Governments Unify the Loan and Refund in Union"modes and so on,we canstandardize a variety of issues in China's highway toll system gradually.
