Since the implementation of the toll-road policy, it has effectively alleviated the pressureon road infrastructure funds. It is the construction and operation of toll-road that makes thetotal length of national roads increased considerably, and improves road network constructionbe more perfect. However, in the past nearly three decades the toll-road policy implemented,the relationship between economic development and toll-road has been a controversial topic,the public and social media have not stopped their questioning. The article discussed underthis background and made special researches and analyses in the relationship betweeneconomic development and toll-road, which has a certain theoretical and practicalsignificance.The thesis, on the basis of the welfare economics theory, Market economic theory andEconomic growth theory, comprehensively discussed and summarized the interrelationbetween the generation of toll-road and economic growth. The paper put a dispute of generalpublic to toll-road existing in the current stage as the breakthrough point and made asummarization as well, carried out a detailed analyses according to the main controversialviewpoints, and also found deficiencies and defects, thereby, put forward the a view of theoverall research ideas and frameworks.First, the Paper used a combination of normative and empirical methods, analyzed thebackground of toll-road policy respectively from the aspect of economy, policy and manyother view of points, and expounded, from a macro perspective learnt from the experience ofdeveloped countries, the rationality of toll-road existed in economic social development,which provided some certain realistic basis.Second, the paper used a comparative method toanalyze the relationship between tool-road and highway infrastructure, explored the rootcauses of appearing the toll-road from the China’s economic level and fiscal balance. Throughthe analysis it finds that fiscal funds are not sufficient to support the development of highwayinfrastructure, need to use of toll-road policy to drive the overall development of the industry,under this situation, using the toll-road policy to motivate the market mechanism for theconstructions of advanced highways and collections of fond is a more efficient way forsubsequent research on toll-road to support the strength of the influence of the economic development.And then, the article used qualitative and quantitative analytical methods toquantify the development of road industry resulted from the toll-road policy, established arespective evaluation system by the way of analytic hierarchy comprehensive evaluationmethod, in the aspect of the impact on the national economy, quantified the relationshipbetween the national economy and toll-road, and proposed that toll-road policy should bepersisted in the foreseeable future. Last, the thesis put forward its idea on the basis ofsummarization that toll-road can be sustainable to develop in the current existing financingstrategies. It encourages private capital to enter the field of road construction by the way ofcharging policy innovation actively, for the toll-road of developed regions and less developedregions, it respectively designed the different investment strategies and put forwardappropriate ideas of realization.
