The Applied Research Of The Mode Of Project Operation In The Capitalized Process Of Rural Resources

In the 21st century's China, the gap between urban and rural areas is becoming wider and wider, face of international financial crisis on China's adverse effects, one of the most effective ways is to expand domestic demand, and the biggest problem to expand with the domestic demand is the problem in rural areas. There is much consuming potential to be developed in the vast rural areas, and the capitalized of the rural resources is one of the effective ways to narrow the gap between urban and rural areas as well as to enhance rural consuming capacity. So far, the exploration of China's capitalized process of rural resources is only in the grope and practice stage, and there are more to be probed to form a systematic theory frame. It is with background, this paper discussed the operation mode of he capitalization of rural resources from the perspective of project operation.In this paper, first of all, the author analyzed the necessity of capitalization of rural resources and its relation with the mode of project operation, and then put forward the idea that the mode of project operation can be used in the capitalization process of rural resources. After that, the author analyzed them through the two projects: the first one is Yunhutianxiang, the second one is Citrus Industrialization Project of SEAGRAM and SANXIA, in which he dissected all the elements involved in the projects and discoursed the form of the entire process of the project's construction and operation in the capitalized process of rural resources, and analysis the core enterprise in the supply chain. In the end, the paper explained the effect of its application and its influence on the local economy.The innovation point of this paper as follows:Firstly, broken the traditional concept of the mode of project operation, focus on the analysis of relevant factors in the project operation and the relationship between them, and combined with supply chain management, put the relevant factors in the project operation and the core enterprise into the supply chain link to analyze, refining out that the avails that the benefit main body gains is different when they be in different supply chain location. Judging from an estate, the main body being located in estate enchaining high-end (or both ends) can gain the profit being bigger than being in centre location.Secondly, put the mode of projects operation into to China's capitalized of the rural resources, and refining that the main body's profit space can be prompt through innovative design of the mode of project. From the angle of the project operation mode refined out that take the project as carrier to drive the capitalization of rural resources is an effective route of realizing city and countryside integration and driving the rural area course of urbanization. Thirdly, the investigation and discussion to the mode of project operation, broken the BOT, ABS, PPP mode of tradition significance and so on, refined two kinds operation mode, which are Envelope-style and Dumbbell-style. In the process of project operation, through the optimum composition of advantage resource, promotes various essential factors potential display; expands every main body profit space; drives project to progress, and attain target profit maximization as far as possible.In the research of the paper, we put the mode of project operation into the supply chain link to research, expound that the profit space is different when the benefit main body were in different supply chain location, and the profit is higher when they were in the both ends than in the middle of chain.
