At present, the reforms on public institutions have been actively pushing forward.Although some reforms have made progress to some extent, but there are still some problems in financial management because of their own characteristics of public institutions. They are mainly reflected in the following aspects: lacking in the understanding of financial management, lower quality of financial staff, weak financial supervision, nonstandard asset management of public institutions, serious loss of state assets, and unscientific and nonstandard budget management of public institutions.There are a large number of water public institutions of different sizes. As a result of the importance of water to humans, the specificity of water conservancy construction projects, as well as the financial work in water infrastructure being a highly integrated economic work. In addition to the common problems faced by the general institutions, our country's water conservancy and institutions also have the special issue of the difficulties of raising funds, infrastructure investment, revenue and expenditure management loopholes, inaccurate budgeting, shallow budget management, loose asset management, no project cost accounting system, not establishing an effective system of financial evaluation, and neglecting the evaluation of environment and other aspects of important issues.Be intended to solving the numerous problems faced by water public institutions, the paper put forward specific measures to resolve these problems from various aspects, mainly including financing the funds of water conservancy construction in a wide range, allocating the existing water funds reasonably, budgeting and controlling the water management cost comprehensively, strengthening the day-to-day management of water fixed assets, establishing cost accounting system of water projects, improving the evaluation indicators of financial performance. As a result of the capital shortage of water public institutions, low efficiency in using funds, the budget being a key role in the reduction of funds waste, and cost management through all aspects of water construction, the focus of the paper bring forward specific measures to solve these three issues.
