Problems And Countermeasures: Primary Water Management Units In Hunan Province Construction

This article mainly does research in the predicament of grass-roots water conservancy units with the aim of finding countermeasures for the mentioned units to overcome difficulties and realize sustainable development. The article starts from the general situation of the mentioned units, by using methods of spot investigation, literature consultation, data statistics, and makes quantitative analysis and qualitative analysis of grass-roots water conservancy units, then points out many problems faced by these units, such as unsound management system, financial crisis, human resources crisis, subsistence crisis, and so on. The reasons are rooted from multi-institutional structure, in-sufficient capital input, un-rational price system of water, bad management of operational water resources.In order to make the units overcome difficulties as soon as possible, several measures should be taken. Firstly, the Party committee and government at all levels should attach great importance to the work of overcoming difficulties, and regard it as a strategic work from point of view of building harmonious society, and fully realizes the importance of the developments of grass-roots water conservancy units in the construction of "bi-pattern society" in Hunan province. Secondly, in order to make grass-roots water conservancy units in Hunan Province overcome difficulties as early as possible, the management system should be rationalized. Because waterworks have various benefits, with the development of the social economy, we should transform grass-roots water conservancy units into county dispatching institutions, and carry out unified and standardized management. Thirdly, short-term and long-term measures should be taken conjunctively to achieve the aim. In short term, to dissolve the debt crisis of grass-roots water conservancy units by various measures, such as increasing the input of government. In long term, we need to take many countermeasures such as, to reinforce the operation and management of water resources, to implement paid compensation system on public welfare water conservancy projects, and to improve the building of talents team, so as to ensure the sustainable development of the grass-roots water conservancy units.
