Study On The Supply Mechanism Of Rural Public Goods In China At Present Stage

After 30 years of rural reform, China's rural areas are in the critical period of changing from meeting people's basic needs of food and cloth to a comprehensive well-off development. The supply of rural public goods has become even more prominent and has been the key points of the urban and rural coordinated economic and social development.Adding the issue of rural reform analysis to this article, we find the source of the drawbacks of public goods supply is that the planned economy system residues and rural basic economic system reform and market economy do not develop coordinately. We study the intension and extension of the supply mechanism of rural public goods in China from the financial point of view. On the extension, based on the characteristics of the rapid development of industrialization and urbanization, we study the comprehensive rural reform and other related reforms. On the intension,according to the points of convergence and divergence of city and rural public goods and the principle of basic public services about equalization and integration of urban and rural areas , we innovatively divide the rural public goods into three types: the basic livelihood goods, agricultural production, rural community goods. After studying the case of new rural construction and rural comprehensive reform, we analyse the reform measures of " raise money whit things,"county-based" and investigate each kind of rural public goods on the theoretical and empirical aspects: who is responsible for, who is going to supply, how supply and so on.After studying the abroad and history reform, we make recommendations about establishing new mechanisms from the aspect of financial reform and government actions: to transform government functions; to increase public services; to set a unified national minimum standards in the principles of public service in accordance with financial basis; to system plan rural public goods supply and gradually to the legal system; to establish a reasonable division and specific responsibilities of the public goods supply system between different levels of government; to pay attention to the construction of rural cooperative organizations; to enhance the dominant position of farmers; to set the formation of long, open and flexible supply mechanism between the government and market; to speed up the transfer payments and the public financial budget reform in order to establish a new supply mechanism of rural public goods.
