In the country reform and open policy and under market mechanism's dual advancements,our country telecommunications industry realized the government and business separation,the posts and telecommunications to be divided the camp and the telecommunication reorganization one after another.As now has broken the monopoly, and installed the competitive system,all this has realized the fast development,our telecommunications industry has achieved the achievement which attracted worldwide attention.To promote state-owned telecommunication enterprise's core competitiveness,founds with all one's strength is comprehensively coordinated the sustainable development the world first-class telecommunication enterprise,is the state-owned telecommunication enterprise's strategic target.Realizes this goal request enterprise to innovate unceasingly the management mechanism and the management idea,forms the enterprise core competitive advantage.Human resources management gains one of competitive advantage methods as the enterprise,is playing more and more vital role.The salary management is a very important part of the enterprise incentive mechanism.Constructing salary management mechanism which adapts with the enterprise development,and promoting enterprise strategy human resources management system,is the state-owned telecommunication enterprise unceasingly deep research and the discussion question.This dissertation through the analysis of the large-scale state-owned telecommunication enterprise present staff salary system situation,utilizes and profits from the staff salary management study and practices the exploration achievement of the modern enterprise human resources management system,take constructs the broad banding salary system as the foundation,establishes a set of effective salary management mechanism.The practice proved that in the enterprise is within transforms at continually time and steep competition environment,the research establishment the human resources salary drive system which matches with the enterprise development strategy,seeks the breakthrough and the development regarding the enterprise has the important meaning, will impel the enterprise move toward from remarkably to outstandingly effectively.
