Tourism becomes the fastest industry in the world, and the urban tourism has occupied pivotal position in modern tourism. As the tourism is the No. 1 industry in the world, the study of urban tourism competitiveness has drawn attentions from both aboard and domestic academics. The major factors in urban tourism competitiveness vary, and may encounter new issues when the economical environment changes, so the study of urban tourism competition needs to be developed and updated. The academic study will be the guide to the development of urban tourism. To enrich the study of this field and based on enormous related local and overseas articles, this article applies knowledge from tourism, economics, and competition theory, et al. and defines urban tourism, urban tourism competition from the view that cities are the travel destinations. Using the Porter Competitive Model, IMD World competitiveness Model and the arrows Model of Doctor Pengfei Ni for reference, this article attempts to set up the evolutional model for urban tourism competitiveness in order to give suggestions for future study.Based on theoretical study, this article fully analyzed the development of Harbin urban tourism from its location, economy, tourism resource, and market structure, and attempts to build an index for urban tourism competitions. It includes practical competition index, potential competition index, and support competition index. Furthermore, by adopting the model of AHP (Analytic hierarchy Process) and other real data analysis, this article compares the competitive power of Harbin, Changchun, Shenyang, and Dalian. After the comparison, it is discovered that there are some problems for Harbin urban tourism. In this article, the thesis probes into strategic countermeasures to improve urban tourism competition for Harbin. The article suggests that the all the citizens in Harbin should contribute their effort in improving urban competitive power. The strategy should begin with building brand name, cooperative citizens, enhanced government power, urban tourism sales, urban tourism training, and achieve the goal that booms the local tourism and local economy.
