The Study Of The Policies Of Investing Chinese Education Causes With Public Welfare Fund From Lottery

Although the fund inputs on Chinese educational causes have increased nowadays,the growth is so limited and the additional operations on educational financing method are also very difficult. Shortage of funds is still the most important question in Chinese educational development.As for the current situation and the financing method of lottery,it will be a worthwhile way of investing Chinese educational causes with public welfare fund from lottery.In this research,the writer analyzes theoretical and subsistent basis on how to use public welfare fund from lottery in Chinese educational development,draws on the advanced foreign experience of investing education causes with public welfare fund from lottery and draw a conclusion,which the problems on how to use public welfare fund from lottery in Chinese educational development include three aspects:the first, the lack of related experience and the relatively high operating cost;the second,the vacancy of legal and regulatory system,which won't guarantee public welfare fund from lottery invest the educational development in fixed proportion;the final,the vacancy of systematic administration system and specialized division,which won't acknowledge relative responsibility.Therefore,the writer advises the policy-oriented suggestions on how to fund the mechanism investing the Chinese educational development with public welfare fund from lottery on the basis of a sampled questionnaire survey,successful foreign experience and domestic existing research results. The writer ventures to put forth the following suggestions:the first,perfecting relevant laws and related regulations,making a law on lottery and clearly stating the proportion and method of investing the Chinese educational development with public welfare fund from lottery;the second, funding the management mode of operation on public welfare fund,which including supervision system,the hearing system and the lottery distribution cost savings system,ensuring transparency and efficiency of the use of funds;the final,defining the fund-supporting field,which should be education poverty and weak area,on the basis of further discussion.At the same time,the present public welfare fund-management system makes the ascendancy of public welfare fund out of proper supervision from the society and makes the fund-management into the lack of standards and compulsory sanction.So,the writer realizes and provides the immediacy of the problem for the follow-up study.
