| Sports lottery public welfare funds is a special funds for developing sports that is approved by the State Council and drawn in a proportion from the total sales of sports lottery. These funds have been orbited into financial special accounts in the way of extra-budgetary funds management and a system has been set up, whereby revenue and expenditure are managed separately. No department, unit or individual may take-up or misappropriate such funds in any form. The fundamental objective to issue sports lottery is to raise funds for the public welfare. As vigorous development of China's sports lottery industry, the raised funds are all used to support sports and social welfare undertakings, which makes up the lack of funds on the development of sports to a great extent and promotes harmonious development of the society, but at the same time there are also some negative impacts we cannot afford to ignore. Therefore, the state practices monopolistic and overall management on sports lottery industries. The government supervises and manages the issuance and sale process of sports lottery under relevant rules and regulations, certainly including the management of sports lottery public welfare funds. Scientific and effective management methods are important factors to affect the development of the sports lottery. At present, there are a lot of researches on the issuance and management of sports lottery, but very few on the management of sports lottery public welfare funds, especially on the take-over and use of such funds. This study can provide a theoretical basis to optimize the management model of the public welfare funds.Using the methods of literature consultation, interview and inquiry, mathematical statistics etc., based on three aspects——the take-over, distribution and use of sports lottery public welfare funds, this study analyzes the using actuality of sports lottery public welfare funds in Zhejiang province, in order to reveal the take-over, distribution lines, the use actualities of these funds and the related issues and influencing factors in this province. The results show that: 1. In Zhejiang province, the overall development of sports lottery market is good and stable, and sales has grown rapidly and works in a virtuous circle. 2. In Zhejiang province, the take-over of sports lottery public welfare funds is well managed; the funds can be turned over in time and raised efficiently. 3. In Zhejiang province, the sports lottery public welfare funds are used in good condition and highly spoken in public. In Zhejiang province, the retained funds of provincial level government is to fully support "the Programme for Olympic Honours", and the sports lottery public welfare funds of city and county levels are all included in the National Physical Fitness Programme. However, in the aspects of using and financing public welfare funds, there are irregular and narrowed using problems. 4. Owing to the uneven development of regional economies, managerial levels and ideas of different sport departments and many other factors, regional sports lottery circulation is extremely uneven in Zhejiang province, as a result, the retained funds of different regions are particularly different. 5. There are many factors of affecting the use these funds, including the subjective human factors and objective factors, such as zhejiang has long been in weak infrastructure foundation, and imperfect sports system.Based on these results, and under the background of current rapid development of the national sports lottery, this paper further studies on the practical proposals and countermeasures of how to improve the take-over and use efficiency of sports lottery public welfare funds, so as to achieve a sustainable and healthy development of sports lottery. |
