As the basic of this paper, we made questionnaire to investigate the staff and lottery buyers in the Nanjing lottery center about Chinese welfare lottery financing status, problems.Based on the background of the development of Chinese welfare lottery market, we try to analyze the financial welfare lottery mechanism of Nanjing lottery and give our advice for its development from lottery arrangement and buyers.Through our research, we can find that lottery distribution center plays an important role in the frame system of existing market.There are also some disadvantages:Low market participation; outdate concept of fund-raising and publicity; unreasonable construction of buyers; lack of legal supervision.Therefore, we should optimize the allocation of the available system resources from the fund-raising mechanism of internal and external factors, to improve market funding levels, cultivate a mature consumer groups, and advocate a healthy concept of lottery.And we should improve the external supervision mechanism especially the legal supervision mechanism, improve the market information system, promote the reform of market operation system of enterprise, cultivate perfect welfare lottery market system, build efficient welfare lottery funding model with Chinese characteristic socialist market economy.
