Research On Cultivated Land Protection On The Basis Of Analysis Of Peasant Households' Behavior

Cultivated land is a scarcity of non-renewable resource.Meanwhile,it is the essence of land resource and a valuable asset of human society.With the rapid development of economy and society,the contradictions between cultivated land protection and economic development become increasing acute. How to protect the limited cultivated land resource is not only a concerned issue to all countries in the world,but also it is an important long-term issue in China.Peasant households as one of the main body of cultivated land protection,they play an important role in the protection of cultivated land.They are the organizers of t land use and the main body of the cultivated land protection.In addition,the willingness and behavior of theirselves are the key factors for cultivated land protection.Therefore,from the perspective of peasant households,researches on the peasant households' attitudes,behaviors patterns and their changes can open up new perspective of studying land protection.At the same time,it is also necessary to further improve China's cultivated land protection policies and strengthen cultivated land conservation.In this paper,a deep research on cultivated land protection is discussed from the peasant households' points of view,which takes JiuLongpo District of Chongqing as an example.First of all,basing on the status and role of peasant households,the cultivated protection behaviors of peasant households are analyzed from an economic point of view.Secondly,the cultivated protection willingness and behavior are discussed with a detailed analysis of the status quo land use and land-use change trends in area of JiuLongpo.Thirdly,the behavior factors of peasant households are quantitatively analyzed and discussed by Logistic regression model.Finally,the goals of cultivated protection are reinstalled,the patters of cultivated protection are perfected and policies and countermeasures are formulated and amended,in according to the status and trends of natural,social and economic development in JiuLongpo District.The main conclusions of the thesis are as follows:(1) The essence of cultivated land protection is the productivity protection,which needs the joint efforts of all of us.Peasant households play an indispensable role in cultivated land protection.They are not only the main micro-executor,but also the most direct enforcement of cultivated land protection.(2)The lack of reasonable compensation of social and ecological benefits from cultivated land protection has an acute impact ion on passion of farmland protection.It is an important measure to mobilize the enthusiasm of farmland protection through compensating the loss of peasant households under the governments' intervention.(3)The farmland protection of JiuLongpo District is unsatisfactory;there is a significant reduction in quantity and quality of cultivated land during the year 1997-2007.And there is a prominent contradiction between the demand for construction land and farmland protection.It is very difficult to add cultivated land and to achieve dynamic balance of total cultivated land area,which is major problem of farmland protection in JiuLongpo District.(4)Research results showed that the peasant households,enthusiasm of farmland protection is not high,basically in a passive state,which is obviously affected by peasant households,characteristics,status of farmland resource,and a low-income in agriculture.It reflected in two aspects.On the one hand,the concerning degree of the cultivated land quality change is not high;On the other hand,the enthusiasm of the agricultural investment is low.(5)The awareness of cultivated land protection is one of the key and decisive factors of protection behavior.This behavior reflects on the use of arable land.In addition,the willingness of cultivated land protection is directly influenced by economic benefit.With the land compensation standards improvement, the wishes of non-cultivated land have obviously increased.(6) Logistic regression analysis revealed that awareness of cultivated land protection is influenced by mutual internal and external factors.The significant factors are the characteristics of household head, status of farmland resource,input in cultivated land protection of government,and the characteristics of national and regional policies.However,whether farmers are willing to participate in farmland protection or not most determined by the dependence on land home and external environment,,which can provide a number of other income opportunities.
