It is well know that JF is a professional non-ferrous metal trade enterprise and has been exploring the advanced business-operation system these years. JF is forced to bring up an advanced transformation to meet the demands of international market because the internal management lag is very contradict with its so rapid development in a short time .Especially, some basis human resource problems such as the bonus allotment, responsibility evaluation and so on are depending on a science solution and a new innovation. In order to maintain its competitive advantage the human resource management must be effected a transformation from the work flow to management rules, from old management model to new management system standard. It is very imminent work for the JF human resources superintendent .For the enterprise's strategic target to be effected or staff morale and talented person to be encouraged, a new performance appraisal system is absolutely indispensable to drive the enterprise development. The author of the text recommends the performance appraisal system which based on the KPI and he elaborates especially the establishment of the performance appraisal system and the reason for the adopt of the KPI.The new performance appraisal system, sub-system of an enterprise strategy management, take the KPI as the core .It is a controlling process that the enterprise will transforms a strategy as a motion. The in-depth goal of the system is to achieve company's goal and enables the staff to obtain their development through the continual and dynamic communication between staff with superintendent and evaluation standard of the staff's performance when the staff's work mission and the achievements goal would be established based on the enterprise's developmental strategy. The kind of dynamic performance appraisal system also can be available for the other middle and small scale business.
