Global economic integration and rapidly intensifying international competition has made a perplexing puzzle of human resources management for the transnational corporation. The international environment has rife complications for HR including political, economic, cultural and social influences. In such an environment, questions of improving staff performance, upgrading company performance, achieving corporate development goals, implementing corporate development strategy, and promoting stability have created bottlenecks in the development of transnational corporations. These corporations need effective management theories and tools to resolve these bottlenecks forcefully and quickly. Performance Management (PM), as the core of strategic human resources management, advocates the ongoing personal development of employees, promotes company achievements and implements enterprise development strategy by improving personal and group performance. Thus PM realizes a common development of enterprises and individuals that provides a sound method for resolving human resource problems in transnational corporations.Based on performance management theory, this article describes some basic knowledge of performance management. Then, combining the theoretical knowledge with current situation of A company, the problem existing in performance management of the corporation is analyzed and key issues are listed which are incomplete PM system, Insufficient basic work for PM and the nonstandard PM running environment . Based on the analysis, a new performance management system for A company is designed.At last, how to carry out the new performance management system of A Company and what is learned during the system construction is explained.
