In recent years,with technological advances and the rapid development in economic field,with the concept of inter-firm competition being essentially the human assets competition being accepted by the managers of most enterprises,the human resources management has been more and more important.It has become key important to develop and scientifically utilize the human resources.It is impossible for an enterprise to sustain its development and growth without excellent human assets in it.If the managers of an enterprise do not utilize its human assets scientifically,I should say that this enterprise will inevitably lose its advantages in inter-firm competitions,even it is likely to be out of relentless market.Therefore,no matter how large is the scale of the enterprise,human resources management can not be ignored in any case.The number of small or medium enterprises is more than 99%of the total amount of the enterprises in China.The significant portion of the total number of enterprises is the small and medium-sized private.They occupy an increasingly important position in the national economy of China.They have become an important force which can not be overlooked in promoting economic and technological innovation in our country.They are also the driving forces in promoting rapid economic growth.However,private enterprises are at the disadvantage in the financial and other relevant resources comparing state-funded enterprises or other three-capital enterprises.Therefore,improving human resources management has become key breakthrough for the development of private enterprises.However the majority of small and medium private enterprise in China is lack of stamina and lost in confusion which is operating difficultly because of the lagged concept,the financial and business constraints.Its fundamental reasons for all these problems are that the enterprises have not placed enough emphasis on staff recruitment,training, performance appraisal and remuneration management of the human resources. In this paper,it states the importance of strengthening human-resource management in small or medium-sized private enterprises on the basis of theoretical research of the human resources management,then utilizing the researching method of combining theoretical research with analysis of actual cases.It makes researches and analysis on PR corporation,pointing out its existing human-resources problems especially recruitment,training,performance appraisal and remuneration management as well as the analysis of reasons for these problems.Finally,it provides the corresponding solutions for settling above said problems with the hope that it will be a useful reference for human-resources management in small or medium-size private enterprises.
