The Analysis Of Highway Land Expropriation System In Our Country

Since the reform and opening up, our country's economy develop fast, the personnel and the commodity flowing have been also frequent, thus proposed to our country's infrastructural facilities more and more high request, the highway construction therefore has also welcomed the best opportunity of development, more and more lands needs to be levied. So, the contradiction with our country tense land resource has become more and more obvious. But our country present highway construction land-levying system did not made the very prompt adjustment in view of such present situation, thus has caused many problems, including the illegal land-levying, the land-levying compensation and the following relocation work unreasonable, compensation fund occurrences repeatedly and so on. The reasons to these problems are various, but the system imperfect is basic one.Therefore, this paper will firstly analysis the laws and regulations, the implementation means and so on about our country'highway land-levying. Then, it will analysis the outstanding issues of the system implementation and institutional reasons. Finally to propose corresponding suggestions for improving our country's highway expropriation system, Namely, clear the duty of department ,Strengthen auditing and supervision and amend the law; Construct more reasonable land compensation mechanism ,of course ,the corresponding law and regulations should be completed, and improve the weak position of social and local government in the process of land acquisition.
