Whether from the world or from our domestic market, the enormous consumption of electronic products in the twenty-first century brought on the peak period of today's electrical and electronic products in their end of life, if only by the traditional method on the treatment of waste items is bound to lead to enormous energy waste and environmental pollution, it is difficult to achieve the complete harmless on such a large electrical and electronic waste disposal, and what kind of reverse logistics network model of electronic and electrical products should be set up, how to deal with waste electrical and electronic products in a reasonable way, which has been the worldwide issues of common concern.At present, the recovery and treatment of the electrical and electronic products in China is driven by the spontaneous economic benefits, there is no normal recycling systems established for the recovery and treatment of the the these products, recycling is basically in a state of disorder and the dismantling approach is original, which results in the serious waste of resources and environmental pollution.At the same time, substantially using the electronic products of over the life cycle brings the consumer groups a security risk.This paper is focusing on the establishing of our country's reverse logistics network model of electronic and electrical products in the existing situation of the domestic recycle market. The main research content and innovation are summarized as follows: First of all, through the summery of the theory and concepts related to reverse logistics, in contrast to the forward logistics and reverse logistics, propose the different characteristics between the two logistics, and give the the implementation of the drivers for reverse logistics.Secondly, expatiate the current situation and its characteristics of waste electrical and electronic products in the foreign coutries, in particular the European Union, United States and Japan, analyzing their relevant legislations and laws, providing a reference of the possibility to formulate our government of laws and regulations related. Then introduce the stage of the waste electrical and electronic products for recycling and the introduction in our country, analyze the main characteristics and the existence of the problem, provide help for the following model.Then focuses on the classification of reverse logistics model, and based on the openned-loop and the closed-loop supply chain and Sales-based business model, Put forward two major categories and nine proposed model innovatively. Taking the United States and Japan as an example to analyze the foreign developed countries'reverse logistics network model of electronic and electrical products and its characteristics, compared to our country'traditional recovery model, which takes the Hawker-Recycling as the main channels, and the non-governmental workshop as the main dismantling center. The main difference of two reverse logistics at home and abroad is: the main recycling body, main dismantling body, main Responsibility body, the dominant drivers, the degree of perfection of laws and regulations, costs of Labor, scientific and technological content of processing.Finally, put forward the principles and network functions required to be followed to establish our country'reverse logistics network model of electronic and electrical products at this stage, and put forward the network model constructively, analyze the characteristics of the network model, constructing barriers and treatment decision- making concretely.
