The Whole Process Of Costs Control On Activity Site Construction Project In Zhengzhong Village

With gradual deepening of socialist market economy system reform, the tendency of government investment on public constructino project is becoming more and more evident. How to make the best use of limited capital, initiatively confirm project costs and perform whole process control on it so as to bring forth the most benefits in most economical manners becomes a current core problem to be resolved in urgent.At present, village-level activity site construction projects are to be deployed nationwide, whole process costs control must be strengthened to reduce costs, avoid waste and save resources with project quality guaranteed. Some domestic theoretical operators have made certain exploration and research on the theory and methods of whole process costs management. But by now, concrete technical measures of a shaped whole process project costs management has not produced. This results in a lack of thoeretical referrence and help for village-level activity site construction projects. This paper, combining the actual example of activity site construction project of experimental unit Zhengzhong village,makes a research on whole process costs control of government invested unit project with low costs. This is the first time that such research is made for village-level activity site construction projects. It applies the thoughts and methods of modern project management to project costs management; demonstrates the theory of project costs management for different stages and effective measures of project costs control in the sequence of decision-making, design, bid-inviting and construction; advances feasible regulated management procedures, technical settlement methods and complementary measures; strives to provide theoretical foundation and practical assistance for the whole process costs control of village-level activity site construction projects and alike government-invested projects.The view of this paper is that government-invested projects should have more strict supervision and management system, changing passive after-construction control to active pre-and-mid-construction control with the calculation and control of project costs conducted from the very beginning of decision-making; that project listing method and lowest bid method should be applied in organizing bid invitation and submission; that the relationship among costs, quality and period should be correctly handled through the implementation of responsibility system of persons-in-charge; that follow-up management on construction unit won the bid should be strengthened; and that security system for government-invested project costs should be optimized.This paper applies systematical theory, statistics and economics methods and quantitative analysis methods such as fuzzy mathematics and value projects; sticks to the combination of research and theoretical analysis, comparative research and analytical induction, and theory and practice; advances the operation model of whole process investment control which sets pre-construction control as its core and follow-up mid-construction control as an assistance. All these contributes to its realistic significance in practical operations.
