The Research For The Management Of Entrusted Construction System For Project Invested By Government

With the fast growth of construction projects invested by governments, the administration of the fore-mentioned projects is becoming the deep concerns among the Chinese society and its citizens: investment spilling over its original budget, low level professional management , excessive cost of management and breeding corruption . In order to solve those problems, our country should perfect the decision-making institutions on the governmental investment and supervision mechanism continuously as well as explore endlessly more effective administration modes against the projects invested by governments. This thesis begins from the theoretical basis of entrusted construction system for the projects invested by governments, in the aftermath of adopting the methods of substantive study, documents analysis and systematic analysis, analyzes the connotation and characteristics of project administration of governmental investment with the Entrusted Construction System, complying with theories of public administration and law, observes and studies the reforming processes of management modes of projects invested by governments, after that, carries out comparative analysis on the previous management modes adopted by governments, as well as compares with the modeling modes implemented experimentally in Shanghai, Shenzhen and Chongqing, then sums up the advantages of Entrusted Construction Systems, further clarifies the orientation of Entrusted Construction System for management mode of project invested by governments.This article studies the Entrusted Construction Systems among other countries and regions-- the United States, Great Britain, Japan , Germany and so on, at the same time compares with management mode of Entrusted Construction Systems in China. and analyzes the problems of Entrusted Construction Systems. Then, based on the fore-mentioned studies and analysis, the author puts forward a countermeasure to further perfect the Entrusted Construction System for projects invested by governments. Firstly, formulates related policies on Entrusted Construction System, establishes its legal status; secondly perfects the management during the procedures of implementation, perfecting related systems, revising auxiliary rules, perfecting detailed rules for implementation; finally initiates the supervision institutes. To end this thesis, the author carries out substantive analysis on the operation of Entrusted Construction System combined withthe two experimental projects, one is the office building of Hunan Branch of Xinhua News Agency, the other is the comprehensive building of Hunan Social Science Academy, proves the Entrusted Construction System is the creation of management mode for project invested by government, which is in compliance with the development requirements of market economy.
