Research On Economic Evaluation For The Operations Of Small Hydropower Station

Small hydroelectric power is one kind of renewable energy sources which is clean, sustainable,safe and effective. It has been considered as development direction of hydropower in the future all over the world. Our country has development advantages and abundant small-hydroelectric-power resources , low costs and preferential policies activate the development of small hydroelectric power rapidly throughout the country,And as time goes on, people pay more and more attention on their economic benefits.How to carry on effective evaluation of economic benefits of small hydropower station operation is a question which cared about extremely by water and electricity construction workers and the theorists scholar of our country.Based on the summary and analysis of relative researches on small hydropower station's economic efficiency, this paper proposes a scientific definition of economic benefits evaluation for small hydropower station opration,working by the basic principals of economic benefits evaluation for small hydropower station, intensively analysis and summarizes the influence factors of small hydropower station opration,including factors of market ,resources, the government supports dynamics, operation managements, technology advancements.Throught the organic combination of these factors, exploringly establishes an index system in conformity with evaluation for small hydropower station which composed of 19 specific indicators in target level, criterion level and indicator level.this index system has given dual attention to the earlier investment period and the later operation period characteristic. Based on this, this paper adopts Combined Weights Method to confirm the weights of evaluation indicators.and finally has a comprehensive evaluation with TOPSIS method employing Dynamic Time Series Model,this method comprehensively consideres the economic benefits datas of many years of small hydropower station,avoiding the situation of just considering the economic benefits of a moment or one year, and overcomes the defect of exisiting evaluation.Regarding empirical approach, through contrast and analysis of three small hydropower stations owned in different forms which are Shuang Jiang Kou Station, Hong Yuan Station and Ban Bei Station in Liu Yang city, this paper finds the disparity in their economic benefits and the reason for it. Finally, this paper brings forward a few policy recommendations aiming to improve the economic benefits of small hydropower station, which may have some guiding significance in reality.
