The insistence the development modern agriculture, prospers the rural economy to take the most important task, strengthens the countryside infrastructure construction, perfect rural market and agricultural service system The enlarge supports agriculture policy dynamics to benefit the agriculture, protects the farming strictly, to increase agriculture investment, the promote agriculture advance in technology, enhance agriculture synthesis productivity, guarantees the country food security".This article analyzed the occupied land and additional land that in the process of the balance of arable land,based on the production accounting of agricultural land that carried out throughout the country, and with the status of the balance of arable land in our country ,by analyzed the theory of the balance of arable land and the results on calculation of arable land output in Heilongjiang province, Proposed the methods of balance of arable land that based on production accounting of arable land.Discussed the feasibility and reality of the methods, proposed the corresponding operating mechanism.The thesis systematically analyzed the background of balance of arable land in China and the current research situation both at home and abroad. The theory of natural regional differentiation, the zone theory, the theory of land economy, the theory of market economy, the theory of land productivity formation, the theory of land suitability and the theory of quality view on land are also treated in the present study. Combining the recent conditions of the dynamic balance on the total amount of cultivated land in China, three models of balance of arable land were analyzed, such as the quantity balance model, the quality balance model and the output balance model. The thesis analyzed the status quo of the agricultural production, accounting method and results in Heilongjiang Province. On this base, the feasibility and actuality of the methods based on the balance of arable land were analyzed. The principle of evaluation and stages based on the balance of arable land came up. The corresponding operation mechanism was built.The innovations in the dissertation as bellow: the thesis revealed the theoretical basis of balance of arable land. Production was thought to be measure index of land employ and supplement. The principle and methods of balance of arable land were enriched. The study of operation mechanism provided evidence and advisable suggestion for the government the balance of arable land.
