On the base of this situation, breaking of the monopolistic position of China mobile, introducing the effective competition, infusing the energy for each telecommunication operator to have the enough power for the innovation, improving the grade of service, and managing with the high efficiency are necessary. On the base of this we can strengthens the strength and width of our telecommunication industrial chain. And then we can maintains its international competitiveness, the country communications security and the entire society's welfare also can be assured,so the asymmetry regulation must be carring out.This article give an eye to the two variables,"the access price"and"the cost of conversing network". With the application of the theories of the industrial economics and the game theory,the model is built.This article want to find the more effective measure of the asymmetrical management by the constitutive inference and the model.Simultaneously we use the experience of other countries for reference to give the asymmetrical management mechanism design and the policy proposition. On the base of this the new telecommunication operator can obtain the market share rapidly.
