A Study On Forest Food Industry Development In Heilongjiang Province

Along with the rapid economic development and the continuing social progress, human awareness of health is increasing. The demand for food has been changing from basically satisfying the need of food and clothing to the type of nutrition, function, green ecological health. Forest food meet people's new concept of consumption and consumer culture, and is being known as the "sunrise industry" on the rise. Along with the in-depth implementation of "Natural Forest Protection Project" and the smooth progress of the ecology of the forest zone, the direction of the economic development of Heilongjiang Province forest has been changed from the pattern of purely the "Wood Support" to the continuing developing industry of structural adjustment. Forest food industry is one of the most potential subsequent forest zone industry and is the new growing point of forest zone economy. How to promote the development of forest food industry and to make it a main stay industry aiming at realizing the forest zone economic transition and the win-win ecological benefits as well as the economic benefits has become a new subject in front of us.The theoretical basis of this paper are the industrial organization theory, the theory of sustainable development, and the theory of environmental economy etc., then uses the analysis method of the combination of positive analysis and normative analysis, the combination of qualitative analysis with quantitative analysis, and the comparative analysis as well as game model analysis, and makes a deep investigation from various angles on the development of the forest food industry. The main contents include the following:At first, the paper defined the concept of forest food, characteristics, certification standards, as well as the connotation of forest food industry, and induced the theoretical basis for the development of forest food industries, laid the theoretical foundation for the research of the mainly—related forest food industry, operational mechanism as well as industry model in Heilongjiang Province.Secondly, this paper analyzed industrial development environment by employing SWOT analysis method. And analyzed the strengths, weaknesses, opportunities and challenges of the forest food industry development according to the current situation of forest food industry in Heilongjiang province. By blending the AHP and Delphi methods into the SWOT analysis, analyzed the internal and external environment of forest food industry in Heilongjiang Province from the perspective both qualitative and quantitative, and reached a conclusion that the forests food industry in Heilongjiang Province should take the "opportunity developing" strategy. Through the establishment of the game model, it analyzed the acts characteristics of the mainly-related forest food industry in Heilongjiang Province deeply, and then comes to a conclusion: the active support of the departments in charge of forestry is the direct and important guarantee to promote the development of food industry. The critical point to promote the forest food industry developing from a low level to an advanced level should be shifting the concept of the forestry departments, creating a good market environment for the development of forest food industry and supporting the development and growth of forest food industry. The paper analyzed forest food industry operation mechanism and the operating environment of the forest food industry in Heilongjiang province.This paper comparatively analyzed the existing forest food industry development mode and development trend. Incorporating the actual situation of forest food industry in Heilongjiang Province, it established a new development model of forest food industry which applies to the system reformation in Heilongjiang forestry zone and resources constraint in Heilongjiang Province. In the end, it proposed a policy proposal with the purpose of speeding up the development of the forest food industry.In sum, this paper enriches and expands the connotation of the forest food industry from the angle of industry development, offers a new research perspective solution to the issues of "forestry resource-based cities in transition" and "continued development of forest industry". It provides guidance to build ecological civilization, conservation of natural resources, environment-friendly society, and boost continuing development of forestry zone in Heilongjiang Province. It has an important theoretical value and strong practical significance for the choice of the continuing industry in re-created resources cities and helps set up a forest food industry development strategy.
