The Research On The Dynamic Mechanism For The Development Of Under-forest Economic Industry

In recent years,the under-forest economic industry,as an effective approch to raise farmers’ income,consolidate the achievement of collective forest rights system reform and ecological construction,accelerate the adjustment of forestry industrial structure,has been drawn more and more attention by policymakers and academics.In 2008,the system of collective forest rights was reformed with "clear property right" as the core,so that the productivity of forest land was released,and the forest land management right and disposal right were livened.Forest farmers vigorously developed the under-forest economic production based on the contracted forest land resources and achieved remarkable success.Subsequently,the under-forest economic industry developed rapidly.In 2012,the General Office of the State Council issued the Proposals on Accelerating the Development of Under-forest Economy,which fully affirmed the status and role of under-forest economy industry,and the planning and layout of under-forest economy industry were put forward.As of 2015,China’s under-forest economic industry output value reached 5403.94 billion yuan.As the important base for forestry industry development of in China,after the deforestation was stopped,state-owned forest areas must develop the under-forest economic industry to promote the transformation of forestry,solve the employment of workers,stimulate economic development and maintain social stability.Forestry economy as an effective way to realize the modernization of forestry in China has been incorporated into the long-term plan of forestry reform and development in China.However,after the implementation of the comprehensive ban of deforestation,how about the development of under-forest industry in state-owned forest areas,whether to support the steady development of economy and society?What is the general rule and driving force for development of the under-forest economy in state-owned forest areas?The theoretical and empirical research on these problems are not only the supplement and perfection of the theory of under-forest economic industry development in China,but also provide decision-making basis and policy suggestion for further promoting the sustainable development of under-forest economic industry in state-owned forest areas and even the whole of China.Based on the above background,this study makes use of the related economic theories and methods,such as industrial economics,evolutionary economics,institutional economics,sustainable development theory and self-organization system theory,to study the development of under-forest economic industry in state-owned forest areas.This paper systematically studies the current situation,problems,pressure,driving force and dynamic mechanism of the under-forest economic industry in state-owned forest areas,in order to answer two questions:(1)what are the main problems in the development of under-forest economic industry in state-owned forest areas?(2)By what dynamic factors the development of under-forest economic industry in state-owned forest areas is affected?How do the factors work and volve?The main contents and conclusions of the study are as follows:1.Overview the current development situation of the under-forest economic industry in the state-owned forest area.Based on the background of the development of forestry industry in state-owned forest areas,the development history of under-forest economic industry in state-owned forest areas is divided into four periods,namely,embryonic and forming stage,growth stage,rapid development stage and stable development stage.Development conditions and characteristics of the under-forest economic industry in state-owned forest areas were described.It is summed that the main problems in the development of under-forest economic industry in state-owned forest areas include low industrial competitiveness,low product added value,lack of technical personnel,and restriction of management right of under-forest crops and so on.2.Research on the power source driving the development of under-forest economic industry in state-owned forest areas.The study shows that in state-owned forest areas the development of under-forest economic industry is mainly faced with the pressure from industrial structure adjustment,social and economic development and the protection of ecological environment,and then the driving force promoting development of the under-forest economy in state-owned forest areas is put forward,including resource endowment,enterprise competition and cooperation,economic benefits,policy support,market demand,technological innovation and the development of related industries.The measurement of the contribution of driving forces to the development of under-forest economic industry in different periods by principal component analysis indicates that the main driving force in embryonic and forming stage is economic benefit,both in growth and rapid development stage the main driving force is the policy support,and in stable development stage technological innovation becomes the main driving force.In light of this,the driving force for the development of under-forest economic industry differs in different historical periods.3.Study on the operation mechanism of driving forces for the development of under-forest economic industry in state-owned forest areas.Based on the actual research data of state-owned forest areas in Inner Mongolia,the structural equation model describing the operation mechanism of driving forces for the development of under-forest economic industry in state-owned forest areas is constructed.It is found that there are significant correlation or causality between the driving force factors of the industrial development in under-forest economy.Namely,the policy support has positive effect on the resource endowment and economic benefit,while the market demand and technological innovation both have positive effect on the resource endowment,the enterprise competition and cooperation and the economic benefit,furthermore the development of related industries has significant positive effect on the enterprise competition and cooperation.It indicates that in state-owned forest areas,the development of the under-forest economic industry are not promoted by a separate factor but by interactions between different driving forces.4.Design of dynamic mechanism for the development of the under-forest economic industry in state-owned forest areas.On the basis of the previous research,combining the driving force,the operation mechanism,and the role and status of different driving forces in the development of the under-forest economic industry,kinds of dynamic mechanisms are constructed,including the government driven guidance mechanism,the market-oriented supply and demand mechanism,the technology-based innovation mechanism and the related industry-led mechanism.Dynamic mechanism is designed in order to provide a certain path to achieve sustainable development for the under-forest economic industry in state-owned forest areas.5.Case analysis.Taking the development of forest tourism industry in Aershan City as an example,the driving power source of forest tourism industry development in Aershan City was determined.Based on the analysis of the driving factors and dynamic mechanism,the conclusion consistent with the preceding paragraph was reached.Meanwhile,against the existing problems,the beneficial countermeasures and suggestions were proposed to develop forest tourism industry in Aershan City furthermore.
