The Research On The Privatization Of The Public Resource

To use public resources in the best way,people offer two countermeasures:public ownership of control policy and privatization of private ownership or private use.As the economy develops,there emerge a series of problems with the government,state-owned enterprises or public enterprises that manage public resources,such as poor efficiency, overstaffing in organizations,disproportion and high fiscal expenditure and so on.Therefore,in the first instance,large-scale public ownership reform that the state and the government control public resources rises in western developed countries,and then privatization of private ownership or private use takes its place as the main provider of public resources.Privatization is the basic tendency in the reform.Privatization attaches importance to it that the supply of public resources relies heavily on private sector,and the degree of government intervention is reduced on the whole.The core issue in the reform of privatization of state-owned enterprises or public enterprises is that shrinking the control scope of the government on state-owned enterprises or public enterprises,to provide a chance for the market and private persons to enter the field of public goods or join into the management of public resources,so as to optimize the supply of public goods or the allocation of public resources with the power of market.Macao,as the Special Administrative Region of China,because of its particularity of insular geographical conditions and large population density,has a lack of land resources;as a result of that,the public gymnasiums and their facilities are scarce resources.Through the theoretical analysis of privatization of public resources,in these two aspects:the subject of privatization—the government of Macao and the object of privatization—the public gymnasiums and their facilities administered by the Administration of Sports of Macao,this paper uses the data of questionnaire survey and research to analyze the current situation of the public gymnasiums and their facilities administered by the Administration of Sports of Macao and discuss the feasibility and inevitability of its privatization;at the same time,the paper chooses representative infrastructure privatization of Britain and France as cases to conduct a comparative study,and then finds out a befitting way of the privatization of the public gymnasiums and their facilities administered by the Administration of Sports of Macao.In addition,this paper makes some practical suggestions on the role change of the government of Macao in the reform of privatization of public gymnasiums and their facilities.
