The water conservancy human resources are the deterministic factor for the realization of "Vitalization of water by science and technology".Competition in 21st century is the competition of talent.Water conservancy industry is a sort of knowledge-intensive and technology-intensive industry.Due to the deepness of market economy and new strategy on water resources management,PWA(person with ability) is facing new challenge,former talent structure can not adapt well to new situation,so we have to regard training as an important human capital invest if they want to improve whole quality and meet the need of competition and development by training.Suzhou water conservancy industry were trying to consummate training management system,but they faced so many problems and baffles on their way.From the viewpoint of human resource management and development,and combined with the practice of water conservancy work and the theories of human resources in Suzhou.this article adopted theory guidance,problem profile,statistical analysis,practical operation and other ways to analyze training situation and inside and outside circumstance China.Then analyzed education level and skill structure,pointed out active demand of talent in Suzhou water conservancy industry.This article also analyzed major problems about training in Suzhou water conservancy industry on the base of actual situation.At last,the article puts forward the idea that training system designing should be established based on competency,After that the article discusses how to build new training system based on competency.
