In the Changchun-Jilin-Tumen strategy implementation requirements of today, traditional hydraulic shift to sustainable development of water resources, clear water development key and main objectives, and comprehensively improve the sustainable development and improve people’s living standard guarantee capacity of water conservancy in Quanzhou economic and social services.
