The Research On Property Rights System Reforming Of Chinese Telecommunication Enterprise

With the reforming of the telecommunication enterprise in China, the enterprise had made a lot progress and had contributed a lot to the Chinese economy. However, the enterprise still have lots of problems, such as high service price,low service quality,low productivity and impaction of governance structure. From the perspective of institution , the property rights system, such as the singularity of property rights owners,the large proportion of state-owned property rights and lacking of liquidity of state-owned property rights are not suitable. The property rights affect the efficacy of enterprise. The suitable property rights system is the key to establish an effective governance structure. So, to study the defects of the property rights system in Chinese telecommunication enterprise; to find the way to perfect its property rights system is meaningful to Chinese telecommunication enterprise.Firstly, this paper study the conception of property rights,the conception of property rights system,The opinions of reforming the property rights system in Chinese telecommunication enterprise . Secondly, this paper divide the reforming in three phases: government running period,relax regulation period and share-holding system period , analyze the defects of property rights system in our telecommunication enterprise. Thirdly this paper analyze the reforming in foreign countries, and concludes the experiences of in there property rights system reforming. Lastly, By theoretically analysis and base on the international experiences, this paper point out the directions and ways to reforming the property rights system in China.By empirical and normal analysis, this paper studies the property rights system in Chinese telecommunication enterprise. By normal analysis this paper elaborate the property rights,property rights system,the function of property rights system and analyze the necessity to reform the property rights of our telecommunication enterprise, and point out the directions and ways to perfect it. By empirical analysis this paper study the reforming of property rights reform of telecommunication enterprise in China and foreign countries and concluded some successful ways in the reforming.The main ideal of this paper is that the unsuitable property right system in the telecommunication enterprise is the main cause which leads to the problems in Chinese telecommunication enterprise. To perfect it, first, the government should clarify the state-owned property rights and look for the eligible represent. Secondly, it should ensure that the state-owned property rights can be traded. Thirdly, it should diversify the property rights in the enterprise. Lastly, it should optimize the shareholder structure in the enterprise. To fulfill the requirements above, the government should take the following measures. First, the government should hand the management rights to professional investment institutions. Secondly, build an efficient property rights trading market. Thirdly, by transferring the shares of the telecommunication enterprise to the institutions and the inside employees, it can diversify the property rights. Lastly, the government should decrease the proportion of the state-owned property right in the enterprise to less than fifty percent.This paper analyze the problems of our telecommunication enterprise from the perspective of property rights not from market structure. By studying the reforming in foreign countries , this paper point out the way to reforming Chinese telecommunication enterprise.
