Since the reform and open policy has been implemented and the socialist market economic system has been established,the impoverished phenomenon in China'S countryside is still serious and the impoverished people have been put away from the mainstream society.Therefore,in the countryside the impoverished problem will exist for long time and China has to face at.In order to alleviate this problem,China has made a great effort and the scheme of minimum standard of living for Chinese rural residents is being established.The scheme of minimum standard of living for Chinese rural residents is the new system which can guarantee the basic living right of the peasants.The establishment of the scheme of minimum standard of living for Chinese rural Residents will support the new rural reconstruction.So the security system is of great significance.Although the lowest social security system has been established in 1 992 in Shanxi there are much work to do to improve it.In the work still has many questions and needs place of the improvement.All these problems and inefficiencies should arouse the attention of every level government and the whole social.The article illustrates in four parts the analysis of scheme of minimum standard of living for Chinese rural residents. Part I,This part is mainly based on the predecessors'research on the lowest social security system,there is the comprehensive elaboration about the concepts,the goal,the basic principle and the development of the lowest social security system.Part II,In this part,the author has carried on the analysis of the social background,our country countryside lowest social security system establishment background,the necessity and the practicality of the establishment of the lowest social security system.Part III,This part puts forward in different aspects the existing problems of the scheme of minimum standard of living for Chinese ruraI residents.PartⅣ,Aiming at the existing problems of the scheme of minimum standard of living for Chinese rural residents that have been proposed in Part 3,this part puts forward the suggestions of improving the problems respectively.
