Study On The System Of Rural's Minimum Living Standard Guarantee At Present Time

Minimum living standard guarantee is the major component of social guarantee system at present. It is also the basis and key of social help. It has been discussed in the 16th Party meeting definitely that we should search to establish social guarantee system, especially minimum living standard guarantee in rural area where it is available,and establish minimum living standard guarantee in rural area of all the provinces ultimately.In this new period of China, establishing minimum living standard guarantee in rural area is of great importance in many ways, such as improving two different economic patern, speeding up establishing homony social and guaranteeing the building of new socialism country. In this paper, a definition of minimum living standard guarantee and its basic theories will first be clarified, then an explanation for the poverty of the countryside is given. These constitute its urgency and necessity. After that we will look back on the history of minimum living standard guarantee in rural area at home and abroad and sum up all the useful ideas. This paper base on the observation of minimum living standard guarantee in rural area in China to reveal the problems we encountered and try to find out why.Finally,the article start from the era background,the level of development of social economy and the reality of the country,instruct by the scientific concept of development, take establishing homony social and guaranteeing the building of new socialism country as a basis,aiming at the problems of minimum living standard guarantee in rural area at present and give out some suggestions.
