Establishing the public finance with Chinese characteristics is the objective requests of the theory and reality. At present our country has already rose the research on public financial system to the plane on policy choices, and implementation of financial decision-making mechanism is the premise of formulating correct financial policies. The financial decision-making mechanism is the basic system that a country in order to handle the financial business effectively, carry on the assignment and determine the procedure, the rule and the way of decision-making. The financial decision-making mechanism is not the nature production,but influence and restrict on many factors.At present our country proposed, this question also has its politics, economy and social background.The democratic financial decision-making is the main content of public financial,the public finance inherit from the public service government and the scientific financial decision-making is a forerunner of construction on public service government,so perfect the finance decision-making mechanism is very important and necessary for our country. At present our financial decision-making mechanism has many problems,such as the imbalance between official and public opinion, the. low efficiency on policy-making, the obscurity on the right and duty as the main body of financial decision-making , the bad function of National People Congress as the financial decision-making procedure ,the substandard execution and so on. Behind these questions has also many main reasons, such as, "the vacancy" for the main body of the financial decision-making and the lack of the response mechanism about public opinion, the deficient in social restraint and the surveillance mechanism on government finance decision-making, the massive substandard and non-restraint behavior about financial control institution, the historical factor on lacking democracy and fair consciousness in our country and so on.Put forward a series of policy proposals in view of the present situation on our financial decision-making mechanism, the research on financial decision-making mechanism of the western public choice theory and profits from the practice of the western nations.Set up the China financial policy committee under the State Council that can be assumed the policy-maker.The local finance governments must establish the restraint and surveillance mechanism from the public on its financial decision-making, the restraint and weighs mechanism between the financial policy committee and all local governments as well as the self-restraint on local authority interior mechanism. In addition, we must improve other necessary reforms that take the financial system as the key.
