Tibet is a special region, its developing target and path is different from other regions of china. Compared with other provinces, the development of Tibet depends on not only the support of the central government and other provinces, but also the exaltation of its development ability. The financial subsidies granted by the Central Government before 1980 are thoroughly contrasted with those provided after 1980 and the conclusion is drawn that the financial subsidies are the bastion for the development of the Region, what is more important is that the subsidies pay dividends.Following the usual practice of the history, Tibet got great deal of financing support. From the start of the Reform and Opening to now, more than 90% of the financial income comes from the central government, but compared with other regions, Tibet is still socially and economically backward. The living level of local people, especially which who live in village, falls behind very much. See from another aspect, Tibet once expended a big part of the financial income on investing to set up the factory, but not liking other economic flourishing regions, modern industries and industry districts that have the function promoting the economy do not exit in Tibet now , and the state-owned enterprises have lost much in business for a long time . Therefore, when we look for the reasons for this economic phenomenon, in addition to considering the local natural geography conditions, we also should think about the circulation mechanism of the public finance of Tibet.Several years ago, the Development Strategy of Western China took many developing opportunities to Tibet.
