Based on the planning, this thesis has generally analysis the achievement of land planning quota, land use changing and benefit of planning implementation. Whether land use planning is reasonable or not will have direct and profound influence on the exploitation and utilization of land resource and the environmental.protection. Facing china's current serious situation of land resource utilization as well as the environmental problems, it is urgent to carry out research on the environment impact assessment of land use planning. But up to now relevant researches have just started in our country, and relevant theories and research methods are still in the exploratory, which can not satisfy the need of our country's social land economic development. Therefore it is of theoretical and realistic significance to carry out studies of this area.Base on the study of the meaning, content, theory foundation, work procedure and methods of environmental impact assessment of land use planning, the author consider that the land use structure and spatial structure is the starting point of EIA of land use planning and emphasis should be put on the land degradation problem brought by the land use activity. Evaluation of values of eco-service function should be applied in EIA of land use structure in order to quantify the ecological benefit of land use. The counter plan and measures that bad environment influences that result ins through the exploitation that the environment of the exploitation of the land programming influence evaluation establishment eases the land programming, can provide the country house and the all levels governments draw up the environmental protection and economic developments comprehensive the decision provides the technique support, make it become real for can keep on the development service of programming.An all-around analysis was carried of inner-and outer-door general development and research progress on strategic environmental impact assessment and environmental impact assessment on land use planning. A systematic summary was drawn on the gaps and difficulties of research of environmental impact on land use planning. The analysis on relationship of land use and environment was taken as a cut-in point. This paper discussed the contents and ideas of environmental impact assessment on general land use planning and then built the assessment index system. On a case study of Kaifeng region, at first the present situation for land use and ecology environment of Kaifeng region must be mastered. Then the aim and the content of planning should be analyzed. Base on the former steps, main environmental impact factors due to the actualization of the planning can be identified. Establishing the index system of environmental impact assessment of land use planning is next step. The results show that considering from the aspect of ecology environment, the land uses structure and spatial distribution is optimized and ecology environment is ameliorated. Base on the results, the suggestion and countermeasure is followed.
