General land use planning is a macroscopical planning. It is a guidance document to carry out the strictest management institution and the important basis to fulfill land grand dominatiom and the management of land use, to latyout the city-town building and plan as a whole for every kind of land use style. Because the inplement of general land use planning can bring a serise of importmant influences to the regional ecological environment, it is very necessary to introduce the idea of environment impact assessment in the beginning momemt of establishing planning. The law of environmental assessment was implanted in September 2003, which ensured the need to develop environmental impact assessment for general land use planning on county. Along with the mending research of the new round general land use planning has advanced, land use planning enviromantal assessment has became a new and hot field in our country.Land use planning environmental assessment on county is the forecast and estimation of environment impact for land use planning. At the same time, it provides the important basis to bring forward defending mearsrues and decision-making advice for country department. It offers the guanantee for the harmonious development between socirty and environment to control the environment infection level. It is the important part to follow out the science development, to implement the continuablie development, to advance the science level of land use planning and to realize the unity of economy benefit, social benefit and environment benefit.Whereas, Now, the theories research of SEA about land use planning in domestic study just began. Therefore, the system and the method of land use planning enviromantal assessment on county hadn’t come into being and hadn’t united crirterion. Therefore, the research on and use planning enviromantal assessment is very important and essential.This article attempted to analyse the practice, method and process in land use planning, research the index system of LUPEA, the method models and the distribution and division of sensitivity to ecological environment chiefly bnsed on the developing course of strategic enviromnet impact assessment in the world and the related theories of enviromnet impact assessment in land-use planning.Then, an empirical research of the overall land use planning of Yicheng City (2006-2020) was reported. Research contents included:(1) Basic theories and research methods related with Land use planning enviromantal assessment were summarized. They included the meaning of EIA, the classify system of enviromnet impact assessment, the meaning of EIA on land use planning, the correlative research of the project EIA, regional EIA and SEA, and the basic theories of the environmental impact assessment of land use planning were about sustainable development, systematics, landscape ecology, environmental economics, the relationship between system input and response and so on. Finally, the chapter summarized the methods of enviromnet impact assessment on land use planning, including the means system of EIA, the means system of SEA, the means system of EIA on land use planning.(2) This chapter is environment impact assessment system of Land-use planning on county. According to the idea of the continuable development, on the base on"queston driving" model, this paper put forward the evaluation index gathers based on "driving forces-pressure-appearance-influences-respond to" systerm. The advantage of the system is giving up the transverse comparetion in some plans, then to adopt the longitudinal comparetion in difference period. In the course of environment impact assessment, it could assure the durative land use and estimate the changeable trend in land use planning.(3) This chapter is about the model of environment impact assessment in general land use planning. On the base of analysing the problems of environment impact assessment methods in land use planning, aiming at the index system characters, this chapter was by means of the grey-mode identification model and fuzzy-matter element analysis model to do the retrospective and forecasting assessment of the environment impact for general land use planning. Moreover, the advantages and disadvantages of the two models were compared and analysed.(4) The chapter is distribution and division of sensitivity to ecological environment. On the base of researching ecological environmemt quality of land use on county and the development status of society and economy, this chapter built up the definition frame on sensitifivity evaluation of ecological environment for land use planning. Based on analyzing the current condition of the regional ecological environment, this chapter took sereral ecological elements which were related closely to the ecological sensitivity. They were the soil erosion, water condition, atmosphere condition and biodiversity. Through the methods of multi-factor synthetic appraisement and clustering, using DPS and GIS software, the chapter obtained the distribution and division project of land ecological environment sensititity.(5) Finally, on foundation of the research of land use principles and methods, the article carried out an example to confirm them.Taking the overall land use planning of Yicheng City (2006-2020) as an example, the key contents, theories system, index system, model and method, distribution and division of environmental impact assessment on land use planning were analyzed and discussed.The results indicated that the implementation of the planning had achieved a result of the middle level. The results drew feasibility conclusions and provided an important theoretical foundation to accommodate land use planning to social and economic development, the land resource and the environment.
