| Along with the fast developing of the economy in China, the logistics industry has a big influence to the country's economy and industrial migration. It has been one of the most important signs to measure the development and power of a country. It has become the consensus to enhancing regional logistics capability. However, the domestic studying on regional logistics concentrates on the regional logistics theories, the regional logistics and regional economy connection mechanism mainly at present. The domestic and international study on regional logistics capability is very deficient, even if has some discuss about it, also has not considered the influence of current industrial migration tide to the regional logistics capability. Therefore this thesis attempts to study the regional logistics capability in the macroscopic economical background of industrial migration in eastern part of China, to conform to the actual present situation of economy, and make the proposals to enhance the regional logistics capability more pointed and feasible.First of all, the thesis introduces the elementary theories of the industrial migration and logistics capability, lays the theories foundation for the research of regional logistics capability.In this part, it discusses the meaning and key factors of the regional logistics capability, which provides the support for the evaluation index system establishment of the regional logistics capability. Secondly, the thesis analyzes the interaction of the industrial migration and the regional logistics capability on the basis of the industrial migration and logistics capability theories. Finally, the thesis evaluates the regional logistics capability of Sichuan province in the way of fuzzy matter element model. Based on the analysis above, the thesis proposes some key suggestions and Countermeasures to implement the regional logistics capability of Midwest China under the industrial migration background of eastern China.This thesis studies the regional logistics capability of Midwest China by fuzzy matter element model, and takes Sichuan province as an example to evaluate the logistics capability in the aspects of basal facilities, information system, operation management and developing environment. The evaluation shows that the logistics capability of Sichuan is increasing every year. The progress of information system and the increasing investment of basal facilities play an important role for logistics capability increasing. Relatively speaking, the logistics industry policies in Sichuan and operation management are inadequate.
