Latin America is a continent with rich natural resources and higher industrial development level, a market with huge development potential.Latin America shows increasingly importance in international economics,trade and financial relation,Latin America is an important partner of our country in foreign economics and trade.Since the founding of new China,especially the establishment of formal diplomatic relations,the relationship between China and Latin America has rapid develpments in different areas,which made tremendous contributions to the development of foreigh economics and trade between China and Latin America.There are four chapters in this article:Chapter 1 introduces the background and reasons of studing the economic and trade relationship between China and Latin America.China and Latin America both have broad market,and enormous economic growth and diverse economic advantages.Both them are facing realizeing national rejuvenation and country's prosperity through economic reform in order to maintain and expand theirs interests.In chapter 2,the development process of economic and trade relations between China and Latin America is divided into five major stages according the time order.Through the analysis of bilateral trade,economic and technological cooperation and labor export,the author demonstrates the developments of trade relations between China and Latin American countries in half a century,and sums up the features of this economic and trade process between China and Latin America on analytical basis,they are:(1)they have low development jumping-off point, but the pace of development is rapid,especially with the deepening of reform and opening-up and continuous development of foreign trade and economics,the foreign economic and trade relations between China and Latin America have made substantial progress;(2)the development process is instable,the reason of this is that the prejudice Latin America holds against China which caused the slower pace of economic and trade growth.Like:Latin America reduced imports of manufactured goods from our country;(3)the external factors'impact is obvious,the debt crisis in Latin America of 80's 20 th century forced the import substitution industries suspend.At the subsequent economic reforms,the countries'industrial structure has no adjustments;(4)China exports primary industrial products,while imports resource commodities from Latin America.Chapter 3,I point out the problems and constraints in the foreign economcis and trade relations between China and Latin America.they are(1)China is lack of funds to promote investment capacity.As our country is having open policy,domestic construction and development need many funds,therefore,the overall size of investment in Latin America is small;(2)China and Latin America have high similarity of the exports--structure and intense competition,both of the two regions export primary products and low value-added products to United States;(3)China and Latin America export low quality products and have poor performance in after-sales service,besides that,some of the countries are lack of standardizations on the exported goods and most of the products'qualities'level are lower than the international standards;(4)some Latin America countries'investment environment is unstable,which causes the chinese investors'lack of confidence.The factors attribute to the unstable investment environment are:law and order environment on one hand,risks of political instability of some Latin America countries on the other hand;(5)there is trade imbalance between China and Latin America.in some countries ,the government is subject to the domestic industry and take a unsuitable reaction to long-term trade deficit.The factors restrict trade development of China and Latin America are:(1) Geographical distance between China and Latin America is an obstacle of making trade and knowing each other's culture;(2)rapid changing of international economic environment has brought tremendous impact on China and Latin America's relation,volatile international environment causes enormous fluctuations to economic development of the two regions;(3)Latin American economic dependences on the U.S. reduce economic activities opportunities with China.The main importer of Latin America is U.S. which slows down the process of China becoming Latin America's main partner;(4)some of our country's foreign policies are not very perfect;(5)the exclusion to other countries of Latin America countries;(6)extensive income disparities that exist in our society.In chapter 5,I sum up a number of experiences and lessons after analyzing the problems and constrints on China and Latin America's foreign economic and trade relation.The main experiences are:(1)knowing each other well will enlarge each other's cooperation area;(2)favorable international environment could accelerate the development pace of bilateral trade;(3)studies on socio-cultural characteristics of each other will eliminate unnecessary misunderstanding;(4)good product quality and good after-sales service will strengthen mutual trust;(5)finding the key areas of cooperation will speed up the pace of cooperation between the two sides;(6)utilizing investment to drive the development of trade is a good trade development strategy;(7)combining self-reliance development and opening policy effectively.The main lessons are:(1)ignoring the impact of international political relations will bring great harm to economic and trade relations;(2)lack of recognizing the importance of good trade relation will hinder the development of bilateral economic and trade relations;(3)to develop trade relations anxiously will undermine the smooth progress of the trade development;(4)dumping and other unfair competition will bring harm to the cooperation relation.Finally,after analyzing and describing of the aboved four chapters,I conclude that:China and Latin America are both developing countries and have deep historical roots and solid political foundation.After more than half a century's effort,the two regions have found the same goal and direction,and have made breakthrough in national sovereignty and economic development.sino-Latin American economic and technological cooperation is also changed from assistance provision to multi-forms cooperation,the economic and trade relations between the two sides will go further and further.
