Study On Financing Ways Of Land Reserve In Yueyang City

Land reserve system is a common means which can control the land development of a city; it also can resolve many problems in the process of urbanization. Funds and land are two basic elements of land reserve system. This article is based on the international experience of land reserve's financing ways and also deeply analyzed the current situation and the land reserve system in Yueyang city, found the problems and gave some suggestions for Yueyang to improve the financing ways of land reserve. This paper used the qualitative and quantitative analysis and contrastive study methods, etc, and the research results are as follows:(1)The paper analyzed the progress of the land reserve, then analyzed the concept of land reserve, then summarized the models and the theoretical foundation of the land reserve. At the same time, the article thought that the fund is very important to land reserve and analyzed the differences of every pattern's fund needs, providing a theoretical basis for the full articles.(2) The paper analysed the background and models and the results of the land reserve system in Yueyang, according to this we know that land reserve system is a effective mode for Yueyang to adjusts and controls the land resource and land market, and it also can increases Yueyang government's financial income.(3)The article analyzed Yueyang's current financing ways and found some problems. Now, the financing ways in Yueyang are very simple, funds are inadequate, it is very important for Yueyang to explore multiple financing mechanisms.(4) Based on the practice investigation on Yueyang the article gave some good advice for Yueyang to expand financing ways, such as land funds, land securities and land rights exchange.
