Human Resource of Science and Technology (HRST) is one of the most important resource for development of a country, is one of the most essential element in science and technology activities, is the principal part of the science and technology activities. The strength of a country or region depends on its possessing of HRST in a large part. Developed country in the world, for example, Germany and Japan, is strengthening the effort to develop HRST. As the world's first power, the USA always puts development of HRST in the vital position of National Strategy. "American Competitivess Initiative (ACI)", which was published in 2006, explicitly adviced to increase governmental inputs in R&D and Education, thereby "Leading the world in talent and creativity". The operation of HRST development is mostly charged with National Science Foundation (NSF). Specialized agencies, meticulous target system, matured project management and budget management, all these ensure the efficiency of HRST development.In recent years, our country is gradually convinced of the importance of HRST development, some works have been carried out. However, compared with the USA, the management model of our country has too many disadvantages, for instance, lack of the puissant coordination institution, unreasonable way of project management and budget management, all these set back us to deepen the task of HRST development.The paper introduces the practice of Germany and Japan in HRST development, and analyzes the USA model from organization structure, target system, project management and budget management in detail. By comparison, find out the disadvantage of our current model, and then construct a new model which is more adaptive based on the Human Resource Development theory and National Innovation System theory. The paper also optimizes the operational environment of the new model.
