Taking the whole word in view, A new worldwide technology revolution brings us challenges and opportunities.China regards the innovation as the core driving force to promote the social economic growth. The Fifth Plenary Session of the Eighteen has emphasized we should put innovation in the primary position of development, the country will promote the strategic adjustment of economic structure and make an economic growth both with innovation. As we all know, innovation relies on human resources, scientific and technological human resources as the core part of human resource plays an important role in all aspects of technological and theory innovation process. Scientific and technological human resources as a kind of fully dynamic resource for national development will decide regional innovation development level and regional innovative sustainable ability.Therefore,It is necessary to find out the actual level of innovation capacity of Chinese regional scientific and technological human resources, analyze the issues and conclude the restrictive factors in the innovative development of scientific and technological human resources,put forward reasonable suggestions to promote the innovation development level of scientific and technological human resources. The study of scientific and technological human resources innovation is a specific requirement for optimizing the structure of Chinese innovative system and the research is an essential requirement to realize the overall development of economy during the period of 13th Five-Year.This article consults a large number of domestic and foreign literatures about science and technology human resources and concludes the factors which affect the ability of the human resources of science and technology innovation as the starting point of the study. The paper combines the hierarchical relationship between different factors and determine the weight of the index through the method of entropy in order to establishing evaluation index system of scientific and technological human resources; Then the paper uses the grey relational analysis method to establish the evaluation model of scientific and technological human resources innovation capability by considering the characteristics of human resources of science and technology and the theory of grey system; Following last step we select the relevant data for 31 provinces of China in 2014 to make an empirical analysis of the evaluation model, according to the size of grey correlation degree of each province analyzes the difference in the innovation ability of science and technology human resources.The evaluation results of this paper are compared with 2014 Chinese Innovation Capability Report to verify the scientific model; Finally the paper put forward a few suggestions from four aspects for the government shaping science and technology development policy and resource allocation policy. The conclusion makes a small contribution to the study of human resources theory of science and technology.
