The target of this thesis is the flowing of HRST (Science and Technology Human Resource) in West Area and the research object is HRST in West Area. First, by analyse its domestic and foreign applications and the research present situation, and points out the necessity of establishing the flow survey of HRST in West Area. Second, by analysing survey methodology systematically, the thesis point out the survey methodology of HRST in west area. Third, establishing a generic model to questionnaire design by AHP, and designing the sampling programs, then takes Sichuan Province as a research object and analysis the whole investigation process. Last by colleting the official data about ten years, the thesis analyse the structure and flow situation about HRST in West Area, and provide policy basis for HRST system established. Specific details are as follows:(1) Analysing survey methodology of society survey systematically, determining the basic research methods and information access methods suitable for HRST in West Area through summering and contrasting the various research methods.(2) Bring forwarding the math model of the questionnaire by AHP, and designing the questionnaire about the flowing situation of HRST.(3) According to the characteristics of survey, and combining the theory of samplesurvey, the thesis design the sample programs and take Sichuan province as a research object and validate the program.(4) Colleting the official data about ten years for the flowing of HRST in West Area, and analysing the construction of HRST and cause of flowing, then give some polity recommendations.
