The contradictions between the supply and demand of public goods in China's rural area has become a critical issue that needs to be addressed, especially the shortage of quantity, the unreasonable structure and the inefficient supply. This issue has great impact on the development of agricultural production, the increase of farmers' incomes and the stability of the countryside. These problems have attracted widespread concerns in the whole society. In recent years, central government has released policies that favor rural areas and raised more financial input thus eases the tense between the supply and demand to a certain extent. Even though, the current situation is still grim, especially the sharp conflict between the supply and demand of public goods. The fundamental reason of this issue is the absence of public participation. Under this circumstance, this paper analyzes the whole issue from the perspective of public participation. By introducing public participation in the mechanism of the supply and demand of public goods in rural areas, it aims to achieve a balance between supply and demand, and find a solution to the problems.Mainly, this paper is divided into five parts:The first part lays the paper's theoretical foundation, including the basic theory of rural public goods and public participation.The second part goes through the history of public participation in the supply of public goods in rural areas and finds out that the lack of public participation is the root cause of the contradiction between supply and demand.The third part analyzes the current situation of public participation in the supply and demand system and evaluates the situation from the angles of participation mechanism, participation scope, and participation outcome.The fourth part urges the need to expand public participation in the supply and demand of public goods in rural areas and demonstrates the necessity and feasibility of doing so.The last part proposes some countermeasures on how to improve the effectiveness of public participation, including raising the consciousness of the public, improving the mechanism of public participation and enlarging the channels of public participation. Specifically, this part explores a way to ensure the effectiveness by classifying the different level of public participation based on different characteristics of rural public goods.
