As the rapid development of china economics, after the reform and opening up,"three rural issues has become increasingly prominent because of its unique historicalreasons and complexity. Compared with more public goods supply of the urban, thelevel of supply of public goods and services in rural is low, and this is affecting theliving standards of farmers in rural areas. In recent years, with the promotion of urbanand rural economic and social development strategy, government finance spending in“three rural” is increasing, and rural public goods supply has improved rapidly. Whetherthe supply of public goods in rural areas to achieve the pre-set target, the most directand the most feasible way is based on the farmers perspective, based on farmers’ realthoughts, meet the needs of farmers for the public goods preferences. Villager autonomysystem, the supply of public goods village to village self-based, therefore, in thiscontext, research villagers to participate in village public goods supply is particularlyrealistic and important.In light of this, the research in the new rural construction in a village as theresearch object, to effective supply of public goods villages for the study of the target, tofocus on the following aspects of research: First of all, from the macro analysis of ruralpublic goods supplied to the status then from the villagers to participate in theperspective of the villagers to participate in collective action theory, which have acollective trust must first clear one of the main factors in the collective action.Transparency and accountability mechanisms, as well as fair and credible conflictresolution mechanisms for to set collective action agenda and the implementation of theaction more participation and discussion, all contribute to the successful implementationof collective action. Secondly, the discussion regarding a proposed system of villagersto participate in the village public events, especially the supply of public goods in thevillage, the main forms of participation. Second, field studies, through the introductionof a village in the overall planning of the new rural construction, real show villagersvarious details of the process involved in the supply of public goods, and asked thevillagers to participate in the process of problem.Through research, the conclusions drawn in this article:(1) Based on the currentthe elite governance model of the more economically developed villages, the villageelite special significance in village governance must first be certain, at the same timefocus on hotshots politics must be institutionalized and democratization and the rule oflaw, so that it ultimately to village governance model of democratic governance, toprevent the the village elite pure self-interest behavior and violation of the publicinterest, resulting in the fault between the villagers and the elite, both a virtuousinteraction between.(2) the villagers to participate in democratization, pragmatic,organized. In particular, should be an important form of participation by the villagers toparticipate in villagers Congress impact form of democratic participation village publicgoods supply, to be effective, substantive participation.(3) strengthening financialmanagement and to enable villagers to conduct effective oversight of public finances.An important factor in the collective action is mutual trust between the group members,in the process of public goods supply in rural areas, villagers are generally concerned about the village financial, which is the villagers and village cadres to generate a keyfactor of the rift. Therefore, a good open and transparent use of financial funds forvillage public goods supply continuity is of great significance.
