The sloped land conversion program is largely influencing the regional economics, while it has improved ecological environment. Especially, the influence will be more serious to the regions where the farmer are losing a lot of infield and facing the difficulty to obtain employment. How to ensure the farmer incomes increasing is important not only to the program, but also to easy society construct.In order to discuss the problem of farmer incomes in the sloped land region, the Ulanqab City in Inner Mongolia in the western part of China is selected as an example. The sloped land conversion program in this region is studied through data collection and surveys on local farmers of four counties. The farmer incomes' influencing factors are analyzed by the multiple liner regression method. The research results are the following: The results of the farmers investigating show that the farmer incomes are obviously increasing in the recent years mainly due to foodstuff output increase, outgoing labor incomes increase and the government subsidy. But, the incomes increase in this region is seriously restricted by some factors including cropping and stockbreeding incomes reducing, low forest incomes and the irrational assistance term. The multiple liner regression result shows that the plantation area, the country population which don't engage agriculture labor, amount of livestock and the government subsidy have prominent influence to the farmer incomes. The plantation area is an important negative factor to farmer incomes in this region. If the plantation area were decreased, farmer incomes will raise. The country population, amount of livestock and the government subsidy are very important positive factors. The government subsidy is the most important positive factor. Although the country population is another important positive factor, its long-term positive influence may be reduced largely due to the bad natural condition, unsubstantial basic establishment, poverty of corporation.Based on the above research, some suggestions are raised including changing subsidy mode, optimizing compensatory term, actualizing emigration program, constructmg output cropland, developing stockbreeding, putting more importance on sustainable development and adding government support on related issues. The research results are academic valuable to underdeveloped areas in the field of ecological development.
