| The Sloping Land Conversion Program as a matter of public policy, the fundamentalgoal is the national ecological security, the basic idea is to achieve the social objective ofimproving the ecological environment by abandoning farmers self-serving business activities.The key of this program is to forestry, is the formation of farmers investing in forestry toform self-hematopoietic function. Farmers begin to return farmland as the high farmlandsubsidies and government policies. farmland ecological environment improved and theproject has achieved significant results due to the depart from the excessive use of theecologically fragile land. However, according to the field survey that the trees has a verylow survival rate which means that farmers involved in a very positive returning farmland toforest, but they are not very active in afforestation and protection.This indicates the incentivemechanism of conversion of cropland to forest eco-compensation is different from returningfarmland to forests to afforestation. This thesis attempts to explore the reasons of thisproblem, analysis the effective ways of ecological compensation mechanisms for farmers toparticipate in the farmland and forests. It aims at improving the incentive for farmers toparticipate in ecological construction, and promote the economic development andenvironmental improvement.This paper takes the differences of Incentives to famers from Conversion of Cropland toForest ecological compensation mechanism as the research topic. Firstly, it defines convertingcropland to forest ecological compensation mechanism of meaning. It evaluatesimplementation effect and rationality and summarizes the defects. Then it uses cost-benefitanalysis method to discusses returning farmland to forest and farmers incentives, and toexplain the differences between farmers’ activities in the returning farmland and in farmlandto forest. Then it uses logistic model to make a positive analysis of influence factors andcompares the differences. Finally comes the conclusions:(1) Converting cropland to forestecological compensation mechanism makes some extent for the improvement of ecologicalenvironment, and promotes of the economic structure adjustment, labor transfer and theindustrial development. Converting cropland to forest ecological compensation system has its shortcomings, but it also has some disadvantages. Because it can hardly establish strongincentive on farmers who engage in ecological construction.(2) The farmers didn’t play in theecological construction of the biggest effect. They become more and more rational in thefarmers restoring forest. Each farmer will be through the cost benefit analysis to pursue hisown benefit maximization, which eventually formed his collective action that is positive inreturning cultivated land to forest and not active in farmland to forest. These differencesmakes a gap from the national ecological construction goal. This cannot be attributed tofarmers. Consider from the Angle of economics, their rational behavior are not wrong. It iscomply with rational economic man hypothesis. Only the driving force system is insufficientcauses them lack of positivity in the enthusiasm of ecological construction.(3) The wishes ofreturning farmland and landing forest are different, so does the influence. Some factors thatcan encourage farmland but not encouraged to forestry. The incentive role of existingmechanisms is very limited, it has a strong incentive for farmers to participate in farmland,but lack of incentive or no incentive for farmers to participate in ecological construction. |
