Study On Specialized Technical Personnel Echelon In Shengli Oilfield

The study on specialized technical personnel echelon in home and abroad is summarized and analyzed firstly. Then on the basis of the general theory of "Iceberg theory" and "pyramid model", the construction of specialized personnel team and the practice of personnel management of Shengli Oilfield is then analyzed in this thesis, and the effect of four elements of talents echelon construction, which includes the post, the subject, the education background and the honor, are discussed thoroughly. Based on the above research, the chief frame of the construction of specialized technical personnel echelon is devised, with the principal part of subject construction, the core factor of post construction, and the sustainment of education background and honor, which can forms the new pattern of specialized technical personal construction, with the support and the advancement of each other, and integrative development for the four talent echelons.The status quo of the specialized technical personnel team of Shengli Oilfield, especially its weakness and extrusive problems, is then analyzed in-depth. And in accordance with the chief frame of the "subject echelon, post echelon, qualification echelon, honor echelon" construction, with the goal of collecting talents, organizing teams, building up flat roof, establishing mechanism, and creating environments, the concrete contents and the implement manners of affiliated mechanism construction are proposed systemically, including the ideas of selecting, training, utilizing, inspiring, and restraint mechanisms. Through carrying out specialized technical personnel echelon in Shengli Oilfield, constructing specialized technical personnel echelon majoring in subject and minoring in "post, qualification and honor", build a back-up personnel characterized by sufficient amount, scientific distribution, reasonable steps, high quality and powerful ability to continuously transport outstanding technical talents for Shengli Oilfield.
