Construction is an important sector of gross domestic products; it is closely related to the development of the economy and the improvement of people's lives. The three main objectives of construction projects are the management of time, cost and quality; they form the basic content work in various stages of construction projects. In the actual operation of China project bidding, the majority of bidders offered lower prices to win out. However, engineering problems found in Wenchuan earthquake remind us that if we only pursue lower prices and ignore synthesizing the three major objectives, we will suffer the consequences of a lower quality project which will impact the country and its people directly. Although the three objectives are independent from each other, it should be integrated into the project it self. Therefore, how to evaluate and model the objectives, and then choose appropriate method is a problem during the operation of a project. The only effective solution to the issue of three opposing goals can benefit all parties involved in the project. Accordingly, there is theoretical and practical significance for this paper.The main contents of thesis include:1. On the time, cost, quality and the calculating time method, the thesis analyzed the current research of several established models and explained the reason of establishment optimization models. The author established the single-objective models based on the time, cost or quality, and then consider these factors altogether and add the owner's preference into the model.2. The thesis introduced the particle swarm algorithm research and thinking process, selects the weight of the inertial particle swarm algorithm for solving this thesis. By limiting the boundary conditions of the algorithm, some expressions should be amended with the consideration of the actual program needs.3. The thesis is based on the study of the company's building cases, and verified the model and the algorithm. By drawing the single code-named network, setting the parameters they need, we calculated all paths, project time, cost and quality, the result of these programs indicated that the feasibility of the model could be verified.4. According to the different projects' objectives, different parts of sub-projects, and some huge projects, the author explored the optimization of single-objective and the integrated model. And the different application in the proposed project considering cost, quality, and the smooth realization of the objectives of the three measures was discussed.Based on the above main research, the study of the thesis is useful to the bidder and construction company tenders in the process of bidding.
