There are time, cost, quality and safety goals in performing engineering project. The perfect project management means effective management towards time, cost and quality. It is worth researching how to realize the best combination of time, cost and quality.Firstly, the thesis introduces the present research situation and deficiency of time, cost and quality optimization and indicates the research direction, content and methods applied.The thesis introduces the definition of time, cost and quality, discusses the influence factors and control methods of time, cost and quality and provides the theoretical support for controlling time, cost and quality in performing project.Value Engineering is a good mode to realize the technology and economy optimization. The thesis uses Value Engineering theory to build the time, cost and quality optimization model. The function and cost index of Value Engineering refers to project quality and cost. The goals of time, cost and quality is good or not relies on the value coefficient.Particle Swarm Optimization (PSO), as a swarm, evolutionary algorithm, has high efficiency in solving the problem which has several variables and goals. So the Particle Swarm Optimization is applied to solving time, cost and quality optimization model. The thesis introduces the definition, principle, flow, methods of choosing parameter of Particle Swarm Optimization and how to apply Particle Swarm Optimization to solving time, cost and quality optimization model.The thesis gives the definition of quality coefficient to quantify project quality. Based on quality coefficient, the thesis analyses the relation between time and cost, time and quality, and makes use of Value Engineering theory to build time, cost and quality optimization model. Sensitivity analysis validates the rationality and validity.Finally, the thesis applies the time, cost and quality optimization model to an actual engineering project to prove the feasibility and practicability of the model and uses MATLAB write program which realizes how to apply Particle Swarm Optimization to solving time, cost and quality optimization model.
