| With the rapid development of power enterprises and the increasingly deepening reform of electric power system, China's power shortage situation will be gradually reduced and the competition in power generation enterprises is increasing. The time of Three Gorges Project construction is also the time of our economic system reforming, in the beginning of domestic electricity system reform. Three Gorges power plant is the world's largest hydropower station, an example in electric power enterprises in China and even the world. So its management should be definitely in the world-class level. This paper introduced and analyzed the background information of Three Gorges power plant; mainly researched about"What's Three Gorges Hydropower Plant strategic goal?","how to achieve it?"and"how to examine the result?"In this paper, we researched the relevant theories of strategic management such as internal and external environmental analysis tools (five analysis models, EFE(external factors evaluation) Matrix, VRIO framework and value analysis, IFE(internal factors evaluation) Matrix). After analysis and evaluation, we've got some results for TGHP: main opportunities: 6 points, such as the ever-increasing demand for electricity, the favorable state policies; main threat: 8 points, such as the power price decline, bad competitions in power industry; main advantages: 7 points, such as the lower cost of production and abundant water resources of Yangtze River; main disadvantages: 8 points, such as the risk of operation security, water and weather forecasting ability. On the basis of external and internal environment analysis and SWOT matrix calculation, we find Three gorges hydropower station's strategy should be a growth strategy: " to seize the opportunity of China's economic growth, take advantages such as the special status and brand of the Three Gorges Project, reduce production costs, maintain the existing policy or better ones, cooperating dispatch with upper Yangtze River power plants, to maximize profits. So that the"strategic goal"should be defined as: to create the world-class hydropower station. The goal should be achieved in 2011-2012, one or two yeas after commissioning of all units. In addition, based on the analysis of domestic and foreign large-scale hydropower station, we summed up the world-class hydropower stations'basic characteristics:"excellent management, leading indicators, friendly environment, and harmonious operation"and 10 key indicators to measure the world-class hydropower station. To accomplish the strategic goal, considered the characteristics of current and future market competition and our own problems, this paper put forward a comprehensive view of 6 implementation countermeasures: optimize human resources management, enhance management tools, implement target cost management, upgrade technology, strengthen production protection, and build the Three Gorges project's brand. |
